In accordance with the federal Stop Campus Hazing Act, UC Berkeley publishes this hazing transparency report which includes:
Information about the institution’s policies relating to hazing and any applicable local, state and tribal laws on hazing.
Information about reporting incidents of hazing; and
A summary of findings concerning any student organization found to be in violation of the Berkeley Code of Student Conduct relating to hazing.
This hazing transparency report will be updated no less than twice per year, and information included in each publication will be maintained for a period of 5 calendar years from the date of the update.
Institutional Policies and Applicable Laws Related to Hazing
Annual statistics on hazing are available in the UC Berkeley Annual Security and Fire Safety Report (ASFSR). Please note that hazing statistics will be included beginning with the 2026 report. Hazing statistics in the ASFSR include incident reports that meet the federal definition of hazing in Section 485(f)(6)(A) of the Higher Education Act of 1965 (20 U.S.C. 1092(f)(6)(A)). Such statistics do not reflect actual findings of hazing behavior, which are included in the Campus Hazing Transparency Report.
Participation in hazing or any intentional, knowing, or reckless act, activity, or method committed by a person (whether individually or in concert with other persons) against another person or persons, including current, former, or prospective students, regardless of the willingness of such other person or persons to participate, that is committed in the course of a pre-initiation, an initiation into, an affiliation with, or the maintenance of membership in, an official or unofficial student organization or other student group that…
(i) causes or creates a risk, above the reasonable risk encountered in the course of participation in the institution of higher education or the organization (such as the physical preparation necessary for participation in an athletic team), of physical or psychological injury, including personal degradation or disgrace, and/or
(ii) the person knew or should have known was likely to cause serious bodily injury.
Reporting prohibited hazing conduct
Anyone who learns that the hazing of a student has occurred or that hazing activities have occurred within a student organization should report it to the University as soon as practically possible. Anyone designated as a Campus Security Authority must report it to the University as soon as practically possible.
Violence and other criminal hazing activities should be reported to UCPD. In an emergency, call 911 or, from a cell phone, (510) 642-3333. For crimes no longer in progress, call (510) 642-6760. Any incident of hazing that could be a serious or ongoing threat within Clery Geography or an immediate threat to the health and safety of the campus community should be reported to UCPD as soon as practically possible for timely warning and/or emergency notification evaluation.
In addition to reporting violence or other criminal hazing activities to UCPD, violations of this policy by a student or student organization should be reported to the Center for Student Conduct by filing a Code of Student Conduct incident report form. Violations of this policy by an employee may be reported to the Abusive Conduct portal for assessment under the Abusive Conduct policy and/or referral to the employee’s supervisor or other administrative authority. Violations of this policy may be reported anonymously via the WhistleblowerHotline for routing to the appropriate office.
Reporting hazing to UCPD or the Center for Student Conduct is not necessarily sufficient to fulfill these other reporting obligations. Individuals should refer to those policies to understand their reporting obligations.

Description of incident(s):
The RSO Alpha Rho Chi was found responsible for hazing throughout its new member program. In this new member program, individuals were asked to complete scavenger hunts and challenges that could reasonably cause physical and mental harm and distress. Alcohol was involved in the first initiation welcome dinner.

These violations occurred during the organization’s New Member Retreat, where new members participated in several events/activities, which included; underage alcohol consumption, scavenger hunts, disorderly or lewd tasks, and tasks that could reasonably cause physical or mental harm and distress.

Description of incident(s):
The Sigma Chi Fraternity was found responsible for engaging in conduct towards their new members/pledges that violated policies on physical abuse, hazing, and alcohol. These violations occurred at the organization’s residence following the organization’s Rush Bid Dinner, as part of the Big Brother Ceremony/Reveal. New members/pledges were made to participate in several events/activities, which included; blindfolding, calisthenics, underage consumption of alcohol, and drinking games. As a result of participating in these events/activities, a new member/pledge of the organization was transported to the hospital for their health and safety.

Description of incident(s):
The Chinese Finance Club was found responsible for engaging in conduct towards their new member class that violated policies on hazing and alcohol. These violations occurred primarily at the organization’s off-campus retreat, in which new members were made to; consume alcohol underage, consume food, and partake in drinking games. Other violations occurred as part of the organization’s new member education/initiation process, in which new members were made to; consume alcohol underage, complete tasks/punishments, and partake in several training sessions/presentations. It was determined that the organization created an environment that would likely cause psychological harm and distress to its new members undergoing the new member education/initiation process.

Description of incident(s):
The Zeta Beta Tau fraternity was found responsible for engaging in physical abuse and hazing of its members, which included restraining a new member/pledge, covering various parts of the new member/pledge’s body with materials, and pouring alcohol onto the new member/pledge. While the new member/pledge was restrained, members of the fraternity used multiple devices/items near the new member/pledge that were deemed reasonably threatening in the context. Additionally, new members/pledges and returning members engaged in physical activities involving wrestling and/or grappling in both public and private spaces.
